The Board of the World Association of Newspapers and News Publishers (WAN-IFRA), meeting on 6 October 2013 in Berlin, Germany during the World Publishing Expo, expresses its growing concern over a rise in press freedom violations in established democracies and calls on all governments to recognise that freedom of the press is essential to good governance and indispensible to democratic society.

Illegal detention and government threats to a free press, just the latest headlines to emerge from the UK in a summer of revelations connected to NSA surveillance. Both revolve around the Guardian newspaper, and both require legal precedent to change in order to prevent Britain further lurching towards the unpleasant label of 21st Century totalitarian democracy.

The following is a letter to President Rafael Correa, calling on him to submit the recently-approved Ecuadorian Communications Law to the Inter-American Court of Human Rights (CorteIDH) for a Consultative Opinion. It was initiated by the Andean Foundation for Media Observation & Study (FUNDAMEDIOS), the Committee to Protect Journalists (CPJ) and the Institute for Press and Society (IPYS) and signed by over 30 IFEX members, including WAN-IFRA.
